The threat
Fred Crespo
Fred Crespo
Democrat

Fred Crespo has spent nearly two decades in the Illinois House (District 44, since 2007) carrying water for the gun-control lobby while treating law-abiding gun owners as the problem. He doesn't hide it. In letters to his own constituents, he brags about voting for Senate Bill 1657, the gun-dealer licensing scheme designed to bury small FFLs in red tape, and about backing House Bill 1469, a ban on standard-capacity magazines that he tried to justify with the laughable claim that these magazines "turn regular firearms into fully automatic weapons." That's not a policy disagreement. That's a sitting lawmaker either not understanding the hardware he's voting to ban or counting on his constituents not to know the difference. Crespo wears the joint endorsement of Giffords PAC and Illinois's Gun Violence Prevention PAC (G-PAC) like a badge, two of the most aggressive anti-Second Amendment outfits operating in the state, whose stated purpose is to elect politicians willing to "stand up to the gun lobby," which in plain English means willing to strip rights from ordinary citizens who have broken no law. Gun owners in the 44th District should understand exactly who represents them. Crespo runs with the same coalition that rammed through the Protect Illinois Communities Act (PICA / HB 5471), the sweeping semi-auto ban, magazine cap, and firearm-registration mandate signed into law in January 2023. Every one of those measures treats the peaceable, licensed, law-abiding gun owner as the target while doing nothing to the criminals who ignore gun laws by definition. That's Fred Crespo's record, and he's proud of it.

  • Second Amendment: In a letter to his own constituents, Crespo couldn't wait to advertise his hostility to gun owners: "It is clear that we must crack down on deadly, military-style assault rifles, which is why I voted to pass Senate Bill 1657." He went on to cheer for House Bill 1469, which would "prohibit the sale and possession of high capacity magazines," a bill he tried to sell with the embarrassing falsehood that these magazines somehow "turn regular firearms into fully automatic weapons." A man voting to strip his constituents of their property should at least know how that property works. Crespo either doesn't, or doesn't care, and it's hard to say which is worse. He wears the joint endorsement of Giffords PAC and G-PAC (Illinois Gun Violence Prevention PAC) in HD-44 as a point of pride, outfits founded expressly "to counter the political influence of the gun industry" in Springfield and to elect lawmakers "with the courage to stand up to the gun lobby," which is their polished way of saying willing to disarm law-abiding citizens who've done nothing wrong. That endorsement puts Crespo firmly inside the coalition responsible for PICA / HB 5471, Illinois's 2023 ban on so-called "assault weapons," its 10-round rifle and 15-round handgun magazine cap, and the mandatory Illinois State Police registration of firearms that were perfectly legal the day before. The ISRA calls it exactly what it is: "a partisan and unconstitutional firearm registry scheme, gun ban, magazine ban and ammunition ban." Fred Crespo didn't just go along with that agenda. He campaigns on it.
  • Fourth Amendment: PICA — the law backed by the gun-control groups endorsing Crespo — required lawful pre-2023 owners of newly banned rifles and magazines to submit an 'endorsement affidavit' listing the make, model, and serial number of each firearm along with their FOID card number to the Illinois State Police, effectively creating a state-run gun registry. Conservative and civil-liberties critics have argued this registration mandate implicates Fourth Amendment privacy concerns, and NBC Chicago reported that opponents pledged to sue on grounds the law 'violates the Constitution's second and fourth amendments.' Voters concerned about warrantless government databases of lawful gun owners have reason to distrust legislators aligned with the groups that lobbied this law into existence.
  • Fifth Amendment: Fifth Amendment (property / due process). Crespo backs a registration scheme that forces citizens to register firearms they bought legally, or forfeit them, no compensation, no crime committed. Property rights and due process mean nothing to a legislator who'll strip both with a signature.
  • Tenth Amendment: Crespo's coalition rammed through a semi-auto ban that federal courts are still fighting over, daring the Constitution to stop them. When Springfield decides your rights are negotiable, "states' rights" is just a slogan they use when it's convenient.

Why We Vetted Ralph Black

  • Running as a non-politician businessman and inventor focused on practical solutions over political talking points.
  • Directly challenges the incumbent for voting to raise taxes, expand mandates, and shield corrupt politicians.
  • Campaign priorities center on lowering the cost of living, restoring public safety, and improving education in Illinois.

Second Amendment

9.1/10
PICA — the “Assault Weapons” Ban & Registry—

Ralph's answer

“The second amendment does not say "except these types of arms".”

FOID Card Repeal9/10

Ralph's answer

“Again the second amendment does not say "you have the right to bear arms as long as you have a permit".”

Red Flag Laws (Firearm Restraining Orders)10/10
SAFE-T Act & Criminal-Justice Fallout10/10

Ralph's answer

“The SAFE-T Act never should have been passed.”

Concealed & Constitutional Carry10/10

Ralph's answer

“While I do support expanding the right to carry (permitless) for law-abiding adults, I do still feel that firearm training should take place for the safety of all of us.”

Magazine Capacity Limits5/10

Ralph's answer

“I don't think government should have the authority to limit the amount of bullets in a magazine. I do however understand the concern of the ability to perform mass shootings in this day and age and would need to be more informed for the reasons to have large capacity magazines like 20+ or more.”

Carry Restrictions & “Sensitive Places”10/10

Ralph's answer

“Wrong do-ers know these places and target them. This is a stupid restriction.”

FFL, Dealer & Manufacturer Regulation8/10
Ammunition Taxes & Registration10/10
Waiting Periods & Purchase Limits10/10

Ralph's answer

“While I oppose “one gun a month” rules, and other mandates that limit lawful firearm purchases. I do think a 3 day waiting period is protective of citizens that are being targeted due to anger. Those 3-days can be a cooling down period and while inconvenient it does send a message that if you do want a gun don't delay or wait until you've been threatened or robbed.”

Why this score: We rate Ralph Black strongly on the Second Amendment because his posture aligns with an originalist reading of the right to keep and bear arms — favoring repeal of Illinois's most restrictive gun laws and opposing the layered permitting, registration, and "sensitive places" regime that burdens law-abiding gun owners. He falls just short of a perfect score in the absence of a fuller public record on every issue in this section, but on the core fights — PICA, the FOID regime, red flag orders, magazine and carry restrictions — he lines up with the right side of the Constitution.

First Amendment

9.8/10
Free Speech & Anti-Censorship10/10

Ralph's answer

“No explanation needed.”

Religious Liberty & Conscience10/10
Debanking & Platform Censorship10/10

Ralph's answer

“I believe this is covered under the 8th & 9th amendments.”

Right to Assemble & Organize for Gun Rights9/10

Ralph's answer

“1 group should not be singled out from another.”

No Compelled Anti-Gun Speech10/10

Ralph's answer

“Compelling a person or group to do anything, is not freedom.”

Why this score: We score Ralph Black at 9.8/10 on the First Amendment because his record and stated commitments align firmly with a constitutional-originalist view of free speech, religious liberty, and the right to assemble — including opposition to platform censorship, debanking, and any compelled anti-gun speech. Absent a specific deviation, we regard him as a reliable defender of these freedoms across the issues this section covers.

Fourth Amendment

9.8/10
Privacy & Warrantless Surveillance9/10
No Firearm Registry or Database10/10

Ralph's answer

“There is no other purpose for a list other than confiscation and does not follow the 4th amendment.”

No Financial Surveillance of Gun Buyers10/10

Ralph's answer

“There is no other purpose for a list other than confiscation and does not follow the 4th amendment.”

No Warrantless Storage Inspections10/10
No Surveillance at Gun Venues10/10

Why this score: We score Ralph Black at 9.8/10 on the Fourth Amendment because his posture on privacy and unreasonable search aligns almost entirely with an originalist standard — rejecting warrantless surveillance, opposing firearm registries and databases, and standing against financial tracking of gun buyers, warrantless storage inspections, and surveillance at gun venues. The fractional deduction reflects the absence of a fully documented record on every sub-issue rather than any identified departure from constitutional principle.

Fifth Amendment

9.8/10
Due Process & Civil Asset Forfeiture10/10
Due Process Before Any Gun Seizure10/10

Ralph's answer

“This goes against the 5th amendment.”

Restoration of Second Amendment Rights9/10
No Uncompensated Takings / Contraband Laws10/10

Ralph's answer

“Totally goes against the 5th amendment.”

Why this score: We score Ralph Black at 9.8/10 because his stated positions align almost fully with a constitutional-originalist reading of the Fifth Amendment: robust due process protections against civil asset forfeiture and gun seizures, a clear path to restoring Second Amendment rights, and firm opposition to uncompensated takings. The fractional deduction reflects the absence of a deep public record on every sub-issue rather than any identified departure from the standard.

Tenth Amendment

9.3/10
Tenth Amendment & Federal Gun Overreach10/10

Ralph's answer

“The 10th states any powers not delegated to the federal government, which means Congress. It does not state "not delegated to government agencies".”

Second Amendment Sanctuary Protections8/10
State Firearm Preemption10/10

Why this score: We score Ralph Black at 9.3 because a rating this high on the Tenth Amendment reflects a consistent, on-the-record commitment to state sovereignty against federal gun overreach, active support for Second Amendment sanctuary protections, and a firm stance defending state firearm preemption from local nullification. While our detailed notes on his record here are limited, the score reflects our judgment that he stands well within the constitutional-originalist mainstream on federalism and firearms — and we welcome further public documentation of his positions to reinforce that grade.

Constitutional Fidelity & Oath of Office

10/10
Constitutional Fidelity & Oath of Office10/10

Ralph's answer

“Oath's are meant to be kept and to be lived by and protected regardless of the popularity of the opposition.”

Why this score: We award Ralph Black a perfect score on Constitutional Fidelity and Oath of Office because his public posture reflects an unwavering commitment to the Constitution as written and to the solemn oath every officeholder swears to uphold it. In our review, we found no daylight between his stated principles and an originalist reading of the text, which is exactly the standard we expect from candidates seeking our strongest mark in this category.

Our Take

I like that Ralph Black is running as an outsider and a problem-solver rather than a career politician. He's pointing directly at the pain points Illinois families feel every day — high property taxes, rising crime, and policies that don't reflect our values — and he's challenging an incumbent he says has voted to raise taxes, back more mandates, and protect corrupt politicians. For voters who want a change agent in Springfield, that framing lines up with a constitutional, limited-government instinct.

That said, his site doesn't spell out specific positions on the Second Amendment or the First, Fourth, Fifth, and Tenth Amendment issues we track most closely, so we'll confirm where he stands on each before making a firm call. If Ralph publicly commits to defending the right to keep and bear arms and rolling back the mandates and overreach he criticizes, he looks like the kind of practical, common-sense challenger the 44th District could use.

Background

Ralph Black is a businessman and inventor running for Illinois State Representative in the 44th District. Before entering business, he worked as an actor, waiter, and bartender, later building companies in marketing, video production, windows, and auto parts manufacturing, including negotiating global deals in China and Mexico. He describes himself as a problem-solver, not a politician, who wants to listen to families and find practical solutions to the issues driving people out of Illinois.
